Significance in the sources
“613 commandments were stated to Moses in the Torah”: 365 prohibitions and 248 positive commandments (Makkot 23b). In Hebrew letters 613 is תרי״ג, and the commandments are often called taryag mitzvot.
Rashi explains why looking at the fringes brings all the commandments to mind (Numbers 15:39): ציצית is צ 90 + י 10 + צ 90 + י 10 + ת 400 = 600, and each fringe has eight strings and five knots, making 613 (Rashi on Numbers 15:39).
